Adopting from China: Frequently Asked Questions


Tell me about the children from China

Children available from China are mostly infant girls, typically 8-14 months at referral. Baby boys and older children may be available by request. The china center of Adoption Affairs provides the referral information with photographs and a medical profile about the child, including a brief social history and a developmental profile. Since the children have been abandoned, medical history is limited to orphanage records. Information about birth parents is not available. Generally the health of the children is good except for possible e mild developmental delays and short term health issue such as mild malnutrition, vitamin deficiencies, rashes, etc.

Do I qualify to adopt from China?

China will accept dossiers from couples married at least two years (or 5 years following a divorce) up to age 49 in the regular adoption program and from couples up to age 54 in the Waiting Child program. Applicants must be at least 30 years old. Prospective parents should be in good physical health and mental health, have adequate resources to care for a child, have no significant criminal history, and have a body mass index of under 40. Additional requirements and restrictions apply. Please contact us prior to application to discuss your individual eligibility.

How long with the process take?

An adoption from China typically takes from 12-18 months from the date the dossier is logged in at CCAA in Beijing. CCAA will expedite adoptions for applicants who were born in China. Once your dossier is completed, it is sent to Homeland's staff in China, where it will be translated and taken to the China Center of Adoption Affairs (CCAA) in Beijing, where it will be registered and processed. The referral of a child will be received approximately 12-18 months after receipt of your dossier. This is subject to change, according to the current processing times at CCAA. Upon acceptance of the referral, you may travel within 6-8 weeks.

How much will the adoption cost?

The foreign program and overseas processing fees and donations for China total $11, 650. The travel expenses are about $2,500 per person. The total cost, all inclusive, averages $21,000 - $23,000. A federal tax rebate offers a rebate of up to $10,000 off the federal tax assessment, over the course of two years following an adoption, to qualified families. Other financial aid may be available in the form of grants of low interest loans or work-related adoption benefits.

Who will work with me?

HAS (Homeland Adoption Services) is a full-service agency and our team of experienced adoption workers will guide you through the process. HAS will provide home study and post-adoption reports for NY State residents. Families in other states, such as Massachusetts, will be assisted in finding local home study resources. HAS is partnering with Good Hope Adoption to provide these services to Massachusetts families. We specialize in adoptions from China and will work with you to organize and complete your document requirements and approve your home study and all documents before they are sent to the China Center for Adoption Affairs (CCAA). Once your dossier goes to China, Homeland will provide you with the option of contacting a volunteer family who has already adopted from China, as your "Friend of the Family". You will be invited to support meetings and to events during your wait and Homeland staff will be available to answer your questions and concerns. You will receive materials and individual assistance with preparing documents and making travel plans. In-country, Homeland's team will meet you at the airport and escort you through the country. When you return, you will be provided with post-placement materials and guidance to obtain all the needed documents for your child.

How am I matched with a child?

The referral is made by the China Center of Adoption Affairs in Beijing. Match-room staff read your documents and study your photos. Out of the files of currently available children, they will match you with a child.

What happens when I receive my referral?

You will be provided with photographs and a medical profile about the child. Translations will be provided. Once you have received your referral, you will sign the customary confirmation notice which will be sent immediately to Beijing so that the China Center of Adoption Affairs can begin to process the documents needed to complete your adoption. When you have received the translation of the referral documents and any updates available about your child, you'll have them reviewed by an international adoption specialist and other doctors you may choose. During the weeks that follow, you will receive individual instructions on preparing documents and making travel plans. When your official travel permission arrives from Beijing, application will be made to the U.S. Consulate in Guangzhou. Once your visa appointment is confirmed, you will be given a final travel date to arrive in China.

Can you tell me about the Waiting Child Program?

Hundreds of wonderful children have found families and care through this program! CCAA sends the files of pr-identified children to Homeland for matching with qualified parents. The babies and children, boys and girls, have all either had a medical issue repaired or have a current surgical need. Prospective parents can have a child's file evaluated by the medical professionals of their choice, prior to deciding to apply to adopt the child. The process is expedited and families can usually expect to adopt their child within 6 months after submitting a dossier. Parents up to age 54 may apply to adopt in this program.

Do I need to travel to China to adopt my child?

It is strongly recommended that both parents travel to ensure your child's automatic U.S. citizenship. One parent travel is possible, but re-adoption is required by the United States in that event before the child can qualify for citizenship. The average stay in China is 14 days. Families usually travel in groups with a guide and experienced in-country staff.

Can I adopt more than one child at a time?

China will not allow multiple adoptions in one trip, except in the case of twins. Such adoptions are rare and there are qualifications which must be met for the consideration of twins, in addition to the usual requirements.

What are the post-adoption reporting requirements?

CCAA requires two reports at 6 and at 12 months after the adoption is finalized. IN the event that only one spouse travels to China, post-placement reports will be required every six months until the child is adopted by both parents in the US and becomes a US citizen.
